CITY OF NEWARK DEPARTMENT OF ADMINISTRATION OFFICE OF VIOLENCE PREVENTION AND TRAUMA RECOVERY REQUEST FOR PROPOSALS for COMMUNITY-BASED VIOLENCE INTERVENTION AND PREVENTION PROGRAMS 2023-2024

The Department of Administration, Office of Violence Prevention and Trauma Recovery, is now accepting proposals from Newark organizations to serve as providers of community-based violence intervention and prevention programs in the following three categories, which are associated with Newark’s violence reduction initiative: 1. Community Violence Intervention, 2. Community Violence Prevention, and 3. Community Violence Prevention and/or Intervention Treatment. The Request for Proposal (RFP) process will commence on March 20, 2023 and end on April 21, 2023. Proposals must be completed and submitted electronically via the City of Newark’s Procurement Portal at https://procurement.opengov.com/portal/newarknj by midnight on Friday, April 21, 2023.

Processing of Proposals

The Department of Administration, Office of Violence Prevention and Trauma Recovery (OVP), is the intake office for all proposal submissions. OVP determines whether or not a proposal is eligible for funding and meets program objectives. OVP convenes a review committee to evaluate eligible proposals in terms of program priorities, quality, and cost effectiveness. Under the supervision of the Business Administrator, the highest rated proposals will be considered and funded under the 2023-2024 program years to implement community-based violence intervention and prevention programs.

Paper and mailed applications will not be accepted; please do not mail or drop them off at any City Office or with any City Employee. Proposals received after the deadline will not be considered.

Technical Assistance

The City of Newark will host a series of technical assistance workshops for organizations that intend to solicit financial support under one of the seven (7) categories. The workshops will introduce the City’s funding priorities and provide clarification on all phases of the pre-award and post-award processes, as well as eligible activities, proposal preparation, the contracting process, program outcomes and expectations, and compliance with City and federal standards. The schedule for the workshop series is specified below and posted on the City of Newark website Because the content of each workshop will be repeated at all scheduled sessions for the specified grant, participants need only attend one workshop for the grant. Participation in the workshops will be first come first serve. Questions regarding the workshop schedule may be directed to the Office of Violence Prevention and Trauma Recovery at 973-733-5655.
