PUBLIC HEARING NOTICE July 3, 2025 City of Newark, New Jersey 2025-2029 HUD Consolidated Plan and 2025-2026 Annual Action Plan
The City of Newark, New Jersey is in the process of developing its 2025-2029 Consolidated Plan. The proposed 2025–2029 Consolidated Plan will identify housing, economic and community development, and homelessness needs as well as the City’s proposed strategies for addressing these needs during this five-year period. The proposed 2025-2026 Annual Action Plan includes first year annual goals and objectives for housing and community development; the projected use of Department of Housing and Urban Development (HUD) 2025 program year funds; and the specific method for distributing HOME Investment Partnership funds, Emergency Shelter Grant (ESG) funds, Housing for Persons with AIDS (HOPWA) funds, and Community Development Block Grant (CDBG) funds.

An important part of the process in developing the Consolidated Plan and the Annual Action Plan is citizen participation and public comment. All interested parties, including citizens, local officials, and agency representatives are invited and urged to view the draft Consolidate Plan and One Year Action Plan, available on the City website and by written request to the Office of the Business Administrator, 920 Mayor Kenneth A. Gibson Blvd., Room 210, Newark, NJ 07102, and to attend this Public Hearing to provide feedback on the priorities for the City in the use of HUD funds. Participation of all residents of the City of Newark, especially minorities, the homeless, and non-English speaking persons, as well as persons with mobility, visual, or hearing impairments are encouraged to attend the public hearing. All comments and questions will be considered.
Two public hearings for the City’s 2025-2029 Consolidated Plan and First Year Annual Action Plan will be held on Thursday, July 17th, 2025 at 12:00 PM. and 5:00 P.M. at Newark City Hall, 920 Mayor Kenneth A. Gibson Blvd., Municipal Council Chamber, Room 215. Copies of the draft consolidated plan will be available starting on Thursday, July 3, 2025 at City Hall in the Department of Administration, Office of the Business Administrator, located at 920 Mayor Kenneth A. Gibson Boulevard, Room 210. Residents may submit comments regarding the draft 2025-2029 Consolidated Plan in writing to the City of Newark, Department of Administration, Office of the Business Administrator, 920 Mayor Kenneth A. Gibson Boulevard, Room 210, Newark, New Jersey 07102. These comments will be considered until Monday, August 4th, 2025 at 5:00 P.M.
