General Counsel

Work Location: 110 Williams St., Newark, NJ

Part Time Contract Position: approximately 20 hours per month, required monthly hours may vary

Compensation: $45,000 per year, additional hourly compensation may be made available for special projects per Board approval

Organization: The Civilian Complaint Review Board (“CCRB”) of the City of Newark, NJ is charged with investigating, and mediating complaints against Newark police officers involving the use of force, abuse of authority, discourtesy or offensive language. The board's investigative staff, composed entirely of civilian employees, conducts the agency's investigations.

JOB DESCRIPTION

General Counsel’s responsibilities include, but are not limited to:

  • Providing expert and strategic legal advice to the CCRB
  • Being knowledgeable about CCRB policies and procedures
  • Being knowledgeable about Newark Police Department (NPD) policies and procedures
  • Ensuring that the CCRB is in compliance with all applicable federal, state, and local laws;
  • Working closely with CCRB staff
  • Participating in relevant trainings of CCRB members and staff
  • Performing special projects including evaluating and developing policy and governing document recommendations for CCRB's Board and Executive staff
  • Being present and providing legal advice as necessary, during monthly and special CCRB meetings
  • Identifying proactive solutions that will enhance Boards effectiveness and eliminate or mitigate risks
  • Coordinating with external parties, as necessary
  • Maintaining accurate and complete records of actions taken with external parties
  • Working with Chairman and representative to prepare public statements
  • Provide all legal assistance, as required by the CCRB including representation for the Court and Administrative agencies

MINIMUM QUALIFICATION REQUIREMENTS

  • Juris Doctor degree and admission to the New Jersey State Bar,
  • must remain members of the New Jersey State Bar in good standing for the duration of this employment
  • Minimum of five (5) years’ experience as a practicing attorney (The Board may consider other relevant legal experience.)
  • Strong knowledge of New Jersey Attorney General Guidelines and Newark’s CCRB Ordinance (No. 6PSF-B)
  • Knowledge of New Jersey police disciplinary matters is strongly preferred
  • Experience with New Jersey administrative proceedings is strongly preferred
